This document was approved and accepted at the next regularly scheduled meeting on November 09, 2021. The Washington County Senior Softball League (WCSSL) convened for a regular scheduled monthly meeting on Tuesday September 14, 2021 from 6:00 PM – 7:10 PM. The meeting was held at Wacohu Grange Hall, 16412 National Pike, Hagerstown, MD. The following Board members were in attendance: President-AJ Nicolosi, Vice President-Butch Hess, Treasurer-Tommy Hyme, Secretary/Webmaster-Mark Plumley, and League Manager-Bob Thomas. 20 additional league members were in attendance this evening. The President, AJ commenced the meeting at 6:00 PM and requested the Secretary read the Minutes from our previously held meeting which took place in June at the City Park. The League Secretary, Plumley advised that no minutes were documented but he would go over the specifics for that meeting. He advised he would draft and document those minutes at a later time. The meeting convened to primarily discuss sportsmanship with only the team Managers in attendance. Three rules were adjusted to allow for fair and equal pick-up of players to avoid a team from forfeiting a game. A team would be allowed to play with a minimum of 9 players, and Managers were allowed to pickup any members of any team not playing to include Managers and their Assistants. The League Manager-Bob was asked for any additional changes and he mentioned the rule for substute runners from the homeplate was modified to allow any player to request a substitute runner and not just for 70 plus year old players. The minutes were accepted by Darren Parnevek and Seconded. The Minutes were accepted. The Treasurer-Tommy provided a report that the league is doing well and that we have $5000.00 in our League bank account. He advised that we made approximately 12,000 dollars this past season and spent roughly 11,500, which included our League Bonanza funds received. He advised that if anyone wanted the exact numbers that he could provide them. Vice President-Butch thanked the Managers for their hard work throughout the season and explained how much is involved with their responsiblities. Secretary/Webmaster-Plumley also thanked the Managers for their timely score submissions throughout the season and solicited any changes they may want made to our Website. I also mentioned that I would like to add an Archive page to include past years winners. Presisdent-AJ took this opportunity to thank the Managers for stepping up and also Jim Flick and his wife for their assistance with the League schedule, he also thanked JT for all his hard work facilitating the Bonanza and also the upcoming banquet. AJ also made the point that it is the volunteers that make things happen and that we need more to step up. We only had a total of 9 volunteers on the field maintenance day. AJ explained that there is no selection of new officers required this year because it was accepted during 2019, with the previous Board, that the term length was extended for two years. He was just informed of this by VP-Butch. Unfinished Business: On City Park field conditions, AJ explained that he will be working with City Park, Mike Kelbaugh concerning additional improvements to the fields. Mike Kelbaugh advised AJ that he will improve the holes for the temp fencing in the outfield and place the caps sub-surface. He also may be obtaining professional grade equipment to help maintain the fields. New Business: Subject of recognizing the league champion. Should we have two champions, one for the regular season and one for the playoffs? The league will most likely have Survey Monkey for league input. Question was raised on how should each Champion be recognized? Tee-shirts for each, Trophy's were not an option, coins or a medallion were mentioned as an option. Question was asked to possibly extend the season to 32 games or possibly playing into the Fall season. A possible split season was mentioned with a 1 week break in the summer. League obtaining a 501-C7 accreditation is still being worked on to allow for a non-tax status but also allow for more fund raising events. The negative is a Tax Return must be filed annually and requires much more accountability work. Umpires were discussed and AJ explained that there is only one association in our area to provide this service and would cost $30 per game. Another clinic could be held to certify more league players as umpires and these individuals could work games on off nights and would be paid $10-15 per game. A clinic will definitely be considered. Pick-up Players was discussed for teams short players on game nights. It was mentioned that only a player of equivalent age of the player unable to attend the game is required. Arguments were made that not all players of equal age are of equal playing ability and not really a viable option. It was noted that is is very difficult to come up with substitute players. Topic to be discussed further. Cancellation of games, what constitutes and who makes that decision? League normally plays all games when possible, no matter what the heat index has been. Topic to be discussed further. A suggestion was made to move that nights games to 7 PM or for games later in the season. Leather Ball use is being considered for game balls next season. A few incidents this season warrants this. Sun Covers are be considered on the fields at Halfway Park to block sunlight. Dave Barnhart has researched and provided the following; tarps can last several seasons, wind and air can pass through, league helps with the costs and sponsors logos can be displayed serving multiple purposes. They will assist with installing which the County can benefit from. Tarps will benefit other teams using the fields and not just the WCSSL. Tarps are 20 x 50 ft and can be adjusted in either direction to provide maximum sun blockage. Announcements: Sliding was brought up and an argument was made to allow at any time with the exception, when double-play relay is involved. An additional Bonanza date is being considered, possibly during the league summer break. Pitchers mound standardization was brought up and makes total sense to have all four fields be in USA Senior Softball distance compliance. Players individual pictures on the WCSSL website was brought up and will be looked into.
